Irked by road accident, ASM files FIR
ITANAGAR, Dec 1: An FIR has been filed with Officer-
ASM, 75th Karsingsa Panchayat, Taniang Kipa, in the report states that the accident has occurred due to incomplete work of the culvert on the highway. The car fell into a hole and if it is not filled up soon, the area will be an accident prone zone, he further said calling for immediate repair.
He states that construction work for Culvert was awarded to one M/S Balaji Enterprise and work was supposed to be completed by 1st quarter of 2015. He further sought inquiry into the delay in construction of the culvert.
There is no signboard/signal near the damaged road to warn the passer by; he added alleging negligence on the part of the PWD Highway and contractors.
Governor stuck inside lift, pulls up power dept
ITANAGAR, Dec 1: Arunachal Pradesh Governor JP Rajkhowa was left stuck suffocating inside the Raj Bhavan lift because of power failure on Monday. It took at least three minutes for the emergency power to be back while the Constitutional head of the state was stuck inside the lift.
“The Governor was stuck for dreaded period of three minutes without light and fan inside the lift leading to suffocation. It was only after frantic calls by the personal security officer accompanying him that the power supply was restored following which he could come out,” read a press release issued by Raj Bhavan on Tuesday.
Governor Rajkhowa has now pulled up the state power department for the erratic power supply as he asked it to take immediate steps to improve the power supply across the state.
If the Constitutional head of the state is subjected to such state of affairs, one can imagine what will happen to the other citizens, the governor is reported to have said.
He expressed the hope that the Power Department will be cautious with the facilities and leave no stone unturned to remove the deficiencies in power supply system on urgency basis and improve the power supply to the general public also.
After the Tourism and PWD, power is the latest department to face the ire of the outspoken Governor.

Make Arunachal a computer
literacy state: Governor
ITANAGAR, Dec 1: Governor of Arunachal Pradesh, J P Rajkhowa today called upon the people to make Arunachal Pradesh a hundred percent computer literacy state and India a fully computer literate nation.
Conveying his greetings to the people of the state on the occasion of World Computer Literacy Day, Governor urged upon the people to understand the true need of computer education and support their children, youths as well as all regardless of age to pursue computer education.
Exhorting the people to join in Digital India Mission, the Governor expressed hope that the observation of the Day will motivate the students and youth of the state to take up computer education and various training modules to enhancing their skill in computer application and computer hardware, which, besides making them computer savvy, would improve their employability and also facilitate in transforming India into a digitally empowered society and knowledge economy. Shiitake mushroom cultivated
ITANAGAR, Dec 1: The ICAR Arunachal Pradesh Centre, Basar has been able to cultivate Shiitake mushroom (Lentinula edodes) as part of an experiment conducted in the natural climatic conditions of Basar recently.
The Shiitake mushroom has a wide market for direct consumption and is also known to contain important bioactive compounds that are important to the pharmacological, food and cosmetology industries. The pure culture of Lentinula edodes was procured from ICAR, Barapani.
ATSU condemns joint statements by district students’ unions
ITANAGAR, Dec 1: The All Tutsa Students Union (ATSU) has condemned the statements made jointly by the district student unions of Tirap Changlang and Longding on November 29 last wherein they asked all their representatives camping in Delhi to return to the state saying that their absence is hampering development activities of the three districts.
Calling their move unjustified, the ATSU in a release said that the students’ unions instead should have apprised the Chief Minister of the partiality in distribution of the DoTCL fund in the districts.
The fund should be equally distributed within all the MLAs, it said.
Saying that the statement was one sided without knowing the reality, it claimed that the MLAs are in constant touch with the people of their constituencies.
No development is being hampered in Khonsa East Assembly constituency and our MLA is constantly in touch with the people and HoDs of the district, it further added.

Braving harsh terrains, the team was spearheaded by Dr Rinchin Neema and Dr KV Meru of Community Health Centre, Jang and Captain Deepen Rai, RMO 90 RCC Jang. After 2 days trek to Mago, the team diagnosed 107 patients and distributed free medicines on Nov 28.
The next day, the team conducted a health camp at Thingbu wherein 98 underprivileged villagers were examined and provided free medicines.
Dr Thutan Tashi, Senior Veterinary Officer also joined the camp and distributed free medicines for the Yak and sheep.
Dr Rinchin Neema and Captain Deepen Rai delivered health talks emphasizing on the essence of health, hygiene and common ailments prevalent in villages and its prevention. They also lectured on the repercussions of a sedentary lifestyle coupled with faulty dietary pattern.

277 HIV positive cases detected so far in Arunachal

ITANAGAR, Dec 1: Chief Minister Nabam Tuki today called upon all stakeholders, civil societies, various NGOs and young people to join hands together to help defeat the scourge of HIV/AIDS and stigma associated with the disease.

As per data made available to this reporter, the number of HIV positive cases in Arunachal Pradesh was 277 as on October 31, 2015. The figure in the previous year was 259. The cases were detected from tests conducted among 3,14,000 persons. The total population of the state is around 14 lakh.
Tuki said that shouting slogans, orchestral activities and routine celebration of AIDS Day are not enough and might not yield desired results in creating mass awareness on AIDS pandemic. According to him, information, education and tolerance hold the keys for HIV/AIDS prevention.
“We human beings often make mistakes out of intolerance and emotion,” Tuki said, and appealed everyone to control emotion.

to secondary level. He said that an open, free and frank discussion at home among

Later, the Chief Minister formally launched the Adolescence Education Programme (AEP) in the state which is scheduled to start from the next academic session in the schools of the state.

Executive Director of Center for Catalyzing Change Aparajita Gogoi spoke about the importance of adolescence education.
Schools are the right and proper place and teachers are the best persons to teach the adolescents, the most vulnerable age group, she said.
As per the recent survey conducted among the school children of the state, she said, 77 percent of them do not know about HIV AIDS while 61 percent do not understand what sexual abuse is.
Speaking about the significance of World AIDS Day observation and the challenged posed by HIV/AIDS, APSACS Project Director Riken Rina informed that at present around 35 million people throughout the world were infected by HIV/AIDS and India’s share in it is 2.1 million. He said that HIV/AIDS cases in North East Region with 16 percent people falling victim of the disease was in increasing trend and higher than the national average.

Highlighting the APSACS’ various initiatives and activities undertaken by it in the fight against the disease, Riken informed that there are 27 integrated counseling and treatment centres, 18 STD clinics, 10 safe blood transfusion centres, 28 integrated intervention programme/projects and 25 Red Ribbon Clubs in colleges across the state to disseminate the HIV/AIDS messages.
Earlier, Parliamentary Secretary (H&FW) Karya Bagang said that the programme was organized specially targeting the young people so that they can know, understand and get proper knowledge about the disease.
Earlier, an HIV/AIDS awareness rally was taken out from Akashdeep complex wherein around 1000 school children from 26 schools within capital complex and representatives from various NGOs took part carrying placards with slogans on the prevention of HIV/AIDS.

AAPSU calls for retaining NHPC’s RO office in Itanagar
ITANAGAR, Dec 1: All Arunachal Pradesh Students’ Union (AAPSU) is opposed to the conversion of NHPC Ltd’s regional office into Liaison office and shifting of executive director (ED), regional office (RO), Itanagar to Guwahati.
In its memorandum submitted to the Chief Minister Nabam Tuki calling for reconsidering the decision, it expressed disappointment that the move will deprive many people who are dependent upon the office for employment.
‘There are about 52 contingency labours employed in RO, Itanagar and with the shift of ED to Guwahati, their source of income will be deprived. Also the provision of contract works, like R&M of offices, guest houses, field hostels for officers and supervisors are going to be closed and most importantly the corporate social responsibility works of RO Itanagar will discontinue. All benefits and facilities enjoyed by the people of the state will be enjoyed by local of Guwahati which is uncalled for,’ it’s memorandum to the CM read. Also expressing the inability of the people from the state to go to Guwahati for the works related to the project, the Union reiterated the assurance given by the union minister of state for power, coal, new and renewal energy Piyush Goyal on 1st August last year that the office of executive director, NHPC regional office at Itanagar will be retained.

Arunachal celebrates Indigenous Faith Day

ITANAGAR, Dec 1: The Indigenous Faith Day was celebrated today with much devotion and traditional fervour by the believers across the state.
Addressing a huge gathering at Nyikum Niya Ground, Nirjuli today, Governor of Arunachal Pradesh, JP Rajkhowa called on the people of the state to shoulder responsibility in preserving the heritage handed down by their forefathers. He advised for documentation of the cultural heritage, traditions and faiths of indigenous people of Arunachal Pradesh.
Paying rich tributes to Late Talom Rukbo, pioneer of indigenous faith movement in the state for his initiatives in preservation of the indigenous culture, the Governor also felicitated those associated with the IFCSAP movement in the programme.
The Governor said that the indigenous faiths and beliefs followed in the state are very scientific as celestial bodies, the Sun and Moon have been worshiped since time immemorial. If there is no faith, then there will be no culture. To save any culture, the people have to preserve in their faith. It is part and parcel of cultural identity, which must be protected. At the same time, he said that superstitious beliefs attached to faiths must be eradicated.
The Governor also exhorted the people to maintain the peaceful coexistence of various faiths and beliefs for progress and prosperity of the state. He said that the principle of secularism enshrined in various articles of Indian Constitution, needs to be uphold by all means. Youth and elites of the society must raise their voices in cases of biasness in employment and other benefits based on religion, which is against the spirit of Indian Constitution.
The Governor, impressed by the mega dance presented by five hundred school children, suggested that IFCSAP must put in an effort for Guinness Book of Records involving more children.
Saying that youth are the future, who have to shoulder the responsibility to carry forward the cultural heritage and traditions, he called upon the youth to actively participate in such important cultural events in future.
Speaking on the occasion, the First Lady of the State Rita Rajkhowa urged upon the people to respect each others’ faith and belief for peaceful coexistence.
Vice Chancellor, Rajiv Gandhi University, Prof. Tamo Mibang in his speech emphasised that there must be respect for indigenous people’s way of life, culture and traditions. Calling for strengthening the cultural heritage, Mibnag commended the IFCSAP for their endeavour. He informed that lots of research works on cultural heritage of the state by scholars from all over the country and world have been carried out and it has been found very rich.
All India Organising Secretary, Akhil Bharatiya Vanvasi Kalyan Ashram Somaya Julu, IFCSAP (Hq) Vice President, Gichik Tazaa and IFCSAP Secretary General, Bai Taba also spoke on the occasion.
IFCSAP organizes Indigenous Faith Day throughout the state on Dec 1 every year, which is also the birthday of Late Talom Rukbo, one of the pioneers of Indigenous Faith and Cultural Movement of Arunachal Pradesh, informed Tazaa.
IFCSAP (Hq) Vice President also submitted a memorandum to the Governor on the occasion, which included land for office building of IFCSAP and Indigenous Cultural Heritage Centre.
Earlier, the Governor released the IFCSAP calendar, while the First Lady of the State released an audio CD of the Mega dance, which is sung in 16 different tribal dialect of Arunachal Pradesh.

A large number of cultural troupes from various tribes of the State presented traditional dances on the occasion. Five hundred students from seven schools of Capital Complex presented a mega dance, which was choreographed by Tai Riza and Toyang Komut. At Deomali in Tirap district, the day was marked with a rally across the town giving out the message for preserving indigenous faith. Around 300 people from all walks of life participated in the rally led AVP Tirap district unit.

At Namsai, the indigenous faith day was celebrated with a mass procession across Namsai town attended by around 900 participants by various indigenous faith believers consisting of senior citizens, public and youth in traditional dress.

ITANAGAR, Dec 1: Teachers are the builders of the country as well as the state’s future and they should fulfill their onerous responsibility with sincerity and dedication, said Chief Minister Nabam Tuki after laying the foundation stone of the Shikshak Bhavan at Government Upper Primary School, Papunallah in presence of Education Minister Tapang Taloh, Parliamentary Secretary for Education Bamang Felix, Parliamentary Secretary for Health Karya Bagang, office bearers of Arunachal Teachers’ Association (ATA), departmental officials and others today.

While urging the teachers, students and officials of the Arunachal Teachers’ Association to maintain the asset with sincerity, the CM further said the state government is aware of the hardships being faced by the teachers serving in various parts of the state and is committed to provide them with all basic facilities. This Shikshak Bhavan would ease the accommodation trouble being faced by our teachers visiting the state capital for various purposes, he said and assured sufficient funds for its completion in phased manner.
While assuring that the state government is doing its best for release of grants from the Central Government so that salaries can be paid to SSA teachers on time, the Chief Minister appealed all to bear with the government as all central government schemes are dependent on timely release of funds from the center.
On our part, we are releasing the state share for all central government schemes in advance, he informed. Tuki further sought cooperation from teachers in streamlining their transfers and postings, which he cited as one of the major issues pending with the department.
Instead of complaining, I request the ATA to discuss amongst themselves and suggest the government ways to streamline transfer and posting of teachers, he appealed.
On the issue of lack of subject teachers in government run schools, the Chief Minister informed that the Government would be soon recruiting the required number of subject teachers and equitably post them as and where needed.
Meanwhile, responding to a memorandum submitted by the Upper Primary school authorities, the Chief Minister assured to place funds for construction of four units of toilets separately for boys and girls.

PPA favours Karsingsa site for airport project
ITANAGAR, Dec 1: The People’s Party of Arunachal Pradesh (PPA) president Kahfa Bengia stated that the three parliamentarians of the state should take a bold initiative afresh for early start of the Greenfield airport project in its original site at Karsingsa near Banderdewa.
He said that the site proposed earlier for the project is supposed to be free from any controversies relating to the viability of the project and related controversies on compensations.
The party said that the Governor and the Leader of the Opposition, in fact, opened the Pandora's Box on bad politics relating to sudden shifting of the project at Hollongi that could involve huge amounts along with giving birth to serious controversies on resettlement of Chakma refugees.
“It is a matter of grave concern as to why the Government of Arunachal has taken such a decision that could put the image of the state into serious dispute. The resettlement of the refugees along with compensation would amount to giving them (refugees) the status of legitimate citizenship rights,” the party president opined.
The party was of the opinion that many organizations are allegedly trying to divert the attention of the public towards irresponsible and controversial topics instead of raising voices on issues that could be helpful in state building exercise.

Ugly truth revealed
Former Chief Minister of Jammu & Kashmir Dr Farooq Abdullah recently created controversy by stating that Pakistan Occupied Kashmir (PoK) will remain with Pakistan and Indian administrated Kashmir will always remain with India. Many security analysts and political parties have strongly criticized his statement. However one needs to rise above politics and nationalistic jingoism to analyze his statement. At first instance, his statement might hurt some sentiment but close scrutiny will tell different story.
Dr Abdullah has infact spoken an ugly truth which no one dares to do so. How much India may try but the fact is that Pakistan will never ever return even inch of land from PoK to India. Similarly India will never give up Kashmir even if, it may cost them billions and billions of money. There is huge stake involved for both the countries. Also both the countries are nuclear armed and therefore option of war is almost ruled out. India may have edge over Pakistan in terms of conventional army but Pakistan has always made it clear that their nuclear weapons are especially meant for India. Therefore both India and Pakistan should accept the reality. Instead of dreaming about annexing each other's land, the two countries should look beyond Kashmir and start peace process. Being neighbours, India and Pakistan have no choice but to live together. Instead of creating trouble for each other, they should talk and find ways to peacefully live together as neighbours. Dr Abdullah must be praised for speaking truth which no other Indian politicians ever dared.

Through your esteemed column I would like to draw the kind attention of Members and Secretary of Arunachal Pradesh Public Service Commission towards the extreme desire and anguish of the candidates who have appeared interview for the post of Assistant Professor in Economics for various colleges of Arunachal Pradesh on 30/09/14.
We are desperately waiting for the result to get declared which is kept in sealed cover in pursuance of interim order dated 14/7/2014 and 17/7/2014 in WP(c) No. 197(AP)/2014. The source reveals that that the High Court, Naharlagun bench have already given their verdict against the WP(C) No.433 (A.P)/2013 filed by two persons in November 2014 in their favour. But your party have filed against that judgement in Guwahati high court. The online status of the case in Guwahati High Court shows that three times hearing has been done where the respondents are not responding and they have already submitted their surrender letter at your office in the month of May 2015.
Therefore, being an unemployed candidate, I would like to request you to kindly settle the issue and put your efforts for the final disposal of the case as soon as possible. This will not only help the selected candidates to get employed but will generate employment opportunities through creation of new post which is being held up due to the aforesaid case.

Dear Editor,
This is in response to the news item published under the title “ATDSU condemns its Longding counterpart”. First of all we the presidents and GS from all the three districts would like to clarify that it was a joint press conference done by all the three district students’ bodies. No particular district students union alone is responsible for the joint press conference as alleged.
Therefore, this is totally a baseless allegation put upon DSUs of Longding, Tirap and Changlang by some vested interest people.
The press conference by the DSUs members of all the three districts of Tirap, Changlang and Longding was done after proper and conscious decision being taken by the Presidents and GS of the DSUs.
As we had said before, do not try to politicize the issue and play with the sentiments of the common people of the three districts. Our motive behind the press conference of calling upon the representatives to come back home is purely based on development issue. Any member from the DSUs or other individual should not try to politicize the genuine Issues raised by us.
Lastly we the presidents and GS of all the three districts would like to state that our press conference was a genuine one with no political motive or vested interest. We shall stand united and firm on what we had said during the press conference. We once again appealed our representatives to come back home and cooperate in development works of the districts.

It has also serves as important employment generator and can be source of revenues generation as well.
The major challenges regarding this sector are basic infrastructures, accommodation, transportation and other measurement like safety of tourists and recreation and that is where the role of various stakeholders, right from central and state government to entrepreneurs and society as a whole comes into play.
The future of tourism in Arunachal Pradesh is certainly bright but we do have a long road ahead.

This letter is in response to allegation leveled against the Executive Engineer(E), Kurung Kumey Electrical Division, Department of Power, Sangram by All Tali Area Student Union regarding execution of RGGVY scheme in Tali Cirlce which was published on 27/11/2015 in various Daily News paper of the State.
The Executive Enginneer (E) in charge of the Electrical Division categorically denies the allegation levelled by the All Tali Area Student Union.
lt is to clarify here that Department of Power has not released any payment to turnkey contractor M/s Huma Enterprises & Consultant Pvt Limited ,Guwahati without executing the work. The payments were strictly released as per the terms and conditions of tender agreement and duly verified and inspected by the executing agency and third party monitoring team of Central Government.
The work for execution of RGGVY scheme in Tali Circle was awarded to M/s Huma Enterprises and Consultant Pvt. Ltd. Guwahati for an amount of f 12,11,20,677.00 (Rupess Twelve Crore Eleven Lakh Twenty Thousand Six Hundered Seventy Seven) only on 30/05/2008 which was revised to 17,62,49,831.00(Rupess Seventeen Crore Sixty Two Lakh Forty Nine Thousand Eight Hundred Thirty One) only. As on today Rs 15,57,58,528.00(Rupees Fifteen Crore Fifty Seven lakh Fifty Eight Thousand
Five Hundred Twenty Eight) only was released to M/s Huma Enterprises & Consultant Pvt. Limited, Guwahati.
